Our Mission

Special Care Angels was officially founded as a 501c3 nonprofit charity in June 2022 by the three founding members of the Board of Directors, who recognized the need for support (financial and other) in our most vulnerable communities, such as children and adults with disabilities, complex medical issues, mental health issues, disparities in social and economic factors, social determinants of health, and homelessness. The Mission is broad in order to be inclusive of other vulnerable populations and individuals that need assistance to live their best lives.

Meet our Board of Directors

Deborah Davis,

President/CEO, RN/MSN

Debbi Davis has been a registered nurse for over 30 years, specializing in high-risk infants and children at various hospitals in Oregon and California. She currently works in the field of developmental disabilities at an agency she founded in 2016, providing 24/7 home caregivers for individuals who are medically compromised who would otherwise need to be in hospitals or other facilities instead of their own homes and communities. She was motivated to leave her hospital job and start the agency when her nephew DeAngelo needed a supported living agency that would provide services to him even with his severely medically fragile status with a rare genetic condition.


Ms. Davis thrives on sharing her vast knowledge as an adjunct professor at the Solano Community College Registered Nursing program, teaching Pediatrics and Nursing Leadership to our next generation of nurses. Experienced at public speaking, training, and coordinating conferences, she has set public education and awareness as one of the main goals of Special Care Angels.


Ms. Davis’s adult daughters are independent, and also work in the health and human services fields, following in the path of their mother.



Meet our Board of Directors

Angel Hixson and husband Sean have a beautiful, blended family with 5 children - including their youngest son Ben (age 14), who has severe Autism and Intellectual Disability. Sean is the main caregiver. Ms. Hixson worked with kids in the first 20 years of her career. Before her son’s diagnosis by coordinating summer camps and after-school programs for City recreation programs. Her programs and passion for serving all children gained attention from statewide organizations on their inclusion practices. When her son was diagnosed, she changed her focus and immersed herself in the Autism community, learning as much as she could to support her child and family.


Ms. Hixson founded an online support group that has grown to over 1,000 members. She then started an in-person support group, educational workshops, and playgroups - the first in Solano County in years. This group became the inspiration for many more, offering support in many areas including additional parent support groups, educational workshops, playgroups, parent nights out, special events and activities, and so much more.


Ms. Hixson’s additional accomplishments include working with Autism Speaks co-chairing the Northbay Walk for Autism Speaks in Napa for several years; serving on the North Bay Regional Center Board of Directors (2015 – 2022) as a Board Member at Large, Vice President and her last three years as President; and is the co-founder of the special needs summer swim camp “Camp Chaos” in Solano County.


Angel Hixson, Secretary

She currently works for Vacaville Unified School District as Special Needs Parent Liaison supporting families with all things special needs related, and is the cohost

of the Podcast “A Special Kind of Chaos” which she and her fellow special needs mom talk about any topic related to their child’s special needs journey.

Meet our Board of Directors

Dawn La Bar, Chief Financial Officer

Dawn La Bar has worked for over 30 years in public policy and social advocacy, including neighborhood revitalization, Veterans, the incarcerated, homelessness and prevention, social and economic equity, community collaboration, and affordable housing, and quality of life initiatives. Ms. La Bar recently retired from the City of Fairfield’s City Manager’s Office after spending over 11 years developing and implementing local and state legislative policy, as well as creating and overseeing the City’s first formal comprehensive Homeless Strategy and managing several million dollars in local, regional, state, and federal grant funding. Ms. La Bar works with local and regional stakeholders to leverage resources, increase funding opportunities, and create partnerships to advocate for the community’s most critical needs.


Ms. La Bar is now an Independent Consultant working in Solano County assisting agencies with various governmental policy and relational issues with a focus on vulnerable populations. Ms. La Bar is also the Special Projects Director for Special Care Services in Solano County, assisting with marketing, public education, and future program expansion.


Ms. La Bar serves on various local service organizations to help strengthen and build services, such as SHELTER Solano Advisory Board and the Solano College Bond Oversight Committee.
